Abstract

Abstract: With Law 11,107 of 2005, known as the Public Consortia Law, the possibility arises in Brazil of uniting public entities with the aim of improving national public management. In this context enter the Intermunicipal Public Consortia, which aim to bring basic rights to the inhabitants of small municipalities in the country, emerge as entities in the form of a public association or legal entity governed by private law, in order to join forces to acquire a greatest benefit to the participating entities. In this research, it appears that the Intermunicipal consortia of Bahia are effectively bringing advances to the State, reflecting positively on the population, thus causing economic growth and bringing a better quality of life to its residents. The Public Administration has to ensure the principle of efficiency, provided for in the Federal Constitution of 1988, aiming that administrative acts are effective and economical, providing for the consortium municipalities a better use of available resources and, consequently, promoting the satisfaction of the administered. This article starts from the question: Can inter-municipal public consortia provide a more egalitarian public management? To achieve the proposed objective, the deductive method was used, doctrinal research, electronic sites, as well as national legislation
