Abstract

The changes brought with Law No. 14.064 in 2020, which increased the penalty of ill-treatment practiced against dogs and cats, brought a perspective of reducing the ill-treatment of animals. The legislative change, which amended Law 9.605 (Law on Environmental Crimes) means a great advance in the protection of defenseless beings through the responsibility of those who do not treat them as things and not as subjects of rights. Even in the face of changes, violence against non-human animals is still persistent and existing laws are not being effective in inhibiting such a situation. This article intends to address the recognition of Animal Rights, from its historical evolution and the main changes and legislative advances for its effective protection. to the typical principles of Animal Law, such as the principle of animal dignity. Thus, bibliographic and documentary research, of a qualitative nature, was used, using quantitative research for the purpose of complementing the study.
