PLANO DIRETOR DA CIDADE DE ITABAIANA/SERGIPE: DIRETRIZES PARA REVISÃO

Abstract

In view of the regional relevance and the significant changes in its urban fabric through the dynamics of spatial production in the last decade in the municipality of Itabaiana/SE, this work aims to verify the extent to which its urban expansion happens through the application of the Master Plan and urban planning instruments planned, in order to draw the attention of public managers to the need of reviewing and updating the Master Plan, proposing guidelines based on the demands and realities found in the municipality. Therefore, in addition to bibliographic research, consultations with municipal legislation were made, mapping of urban spots and field visits to expanded areas of the city. It was demonstrated that the Law that created the Master Plan is in conformity with what is established by the City Statute and promotes its application. On the other hand, it was found that this Law is not used effectively in urban procedures and, unfortunately, urban expansion occurs in a dispersed and fragmented way, harming orderly growth, inducing socio-spatial segregation and improving the predatory real estate market.
