Abstract

This article aims to evaluate the Progressive IPTU, one of the instruments in force in the City Statute, which is a solution that can be added in PDDU's, acronym for Master Plans for Urban Development, the purpose of this study is to explain the instrument itself and bring examples of where it worked when applied and how / where it can be inserted in the city of Aracaju - SE; that is, the objective is to bring the same as a possible way to reduce the incidence of urban voids in the city, giving a real function to this social object that until then, appears only on paper. For that, the Historical Center of Aracaju - SE was used as the object of study, where through studies carried out in loco, it was noticeable the excessive number of buildings and empty land, places where the progressive IPTU could be applied. In short, the focus is to explain the instrument as a viable solution for an important area of the city of Aracaju, which increasingly becames a large urban void.
