Health workers and social control: segment dynamics in Municipalities Councils

Abstract

Collective control of citizens over the State is a strategy for democratization and mediation between state entities and civil society, mobilizing spaces for representation, negotiation, and dialogue. Its function is to formulate strategies to control and evaluate health policies and the system's actions in the realization of the right to health. To this end, the general objective was defined to investigate the functionality of social control as an effective mechanism for popular participation in the reality of the municipal councils of the 9th Health Region of Paraná, through research with representatives of health workers. This is a qualitative case study, whose data were collected after approval by the Research Ethics Committee of the State University of Western Paraná, in the second half of 2022 and the first half of 2023, using a semi-structured questionnaire with objective and open-ended questions as a data source. The results achieved were able to show that social control, in the segment's view, still finds it difficult to be an effective mechanism for popular participation in the management of the brazilian public health system.
